The law does not state that PAT testing or Portable appliance testing needs to completed every year in a low risk environment such as in an office, it simply states that every piece of equipment is maintained in a safe working order.
The Health and Safety Executive advises that where electrical appliances used by employees, the general public in places such as hospitals and Hotels, hired equipment and repair of appliances, all should be systematically and regularly maintained, inspected and tested.
The frequency of such tests depends upon the risk of a fault occurring and the environment it is used in as well as how and what it is used for.
The guide for the frequency of PAT testing (Code of Practise for In – service Inspection and Testing of Electrical Equipment) advises on how often each appliance should be inspected
